Why delay with building trade struggling?

I CAN'T see why the building of our local hospital is to be delayed, when the news is that the building trade is on its knees owing to the credit crunch.
Now is the time to push for a start date as soon as possible, to take advantage of low prices in the building trade. Am I thick or are the powers in charge?
